What Do You Think?: When Does an Edited Image Cease Being a Photo and Become Art?

Almost every photo benefits from basic editing. However, with such applications as Photoshop and Lightroom, and recent AI developments (including: AI adjustment of subject, background and sky in Lightroom; AI Generative Fill in Photoshop, AI Generative Expand in Photoshop), a captured image can be altered to a great extent. This includes people and objects being removed and inserted. Subjects, foregrounds and backgrounds can be changed. What do you think? When does an edited image cease being a photo and become art? Where does photography end and 'art' begin? What is an acceptable degree of editing and what is 'too much'?

whether it being an edited shot or not I think this is an amazing image. definitely art

I think general editing is okay but when using plug ins to change the whole sky and massive amounts of ajustments that's I feel is Art, not photography. It's not what you captured.
